Scenario 1:

Most public libraries now offer computer facilities and training.
You are interested in finding out how these facilities are being used and what people think of them.

You have collected some literature about how computers are used in libraries and user perceptions of the services, including some previous studies and statistical data. This is called Secondary Data collection.

Drawing on the findings in the literature, you now want to find out what people think of the computer services in their public library.

You decide that you want to use mainly qualitative techniques, and can do this by collecting data using a number of methods, such as questionnaires, interviews, or focus groups (each of these, and more, are discussed in other sections of the tutorial). This is called Primary Data collection (or Empirical).

For qualitative data collection, the design of the questionnaire etc will be using open and semi-structures questions.
